LANGUAGE MEDIATION

THE PROBLEM DEFINED:
As much as 80 percent of DEVIATIONS by commercial pilots in non-native English speaking airlines involve English language communications between air traffic controllers and pilots.
In the early 2000’s the ICAO member states voted to make English the STANDARD language globally for Air Traffic Communications. Programs were established in each member nation to address both English language training and English language exams to meet agreed upon standards. The English Language Proficiencies were divided into 6 levels. It was agreed and established that pilots would need to demonstrate of proficiency of level 4 in order to fly internationally.
The ICAO set its first deadline — March 2008 — for ICAO Member States, planning for ELP (English Language Proficiency) standards to take effect at Level 4, Level 5 or Level 6 for all pilots flying international routes and all air traffic controllers serving international airports and routes. States unable to meet the first deadline were granted time to implement the acceptable language proficiency levels by March 2011. By 2013, ICAO reported that some Member States had serious difficulty and called on other nations to assist them.
Most airlines based in non-English speaking countries are not properly equipped to address this problem. Most do a simple English interview with pilots when they are hired. The airlines mainly rely on the pilots’ RTARI level at the time of hire. The airlines hope that the pilot will advance his/her English proficiency on their own. Data shows that only about 2% of pilots do try to advance their English competencies on their own. This excludes about 98% of commercial pilots in non-English speaking countries.
According to the ICAO more than 75% of commercial pilots in non-English speaking countries are a RTARI Level 4. The RTARI Level 4 is the minimum standard for flying internationally. In addition to most pilots being “being at a Level 4”, the RTARI testing agencies have struggled to implement accurate RTARI exams. These findings evidence the findings of the ICAO; that non-English speaking countries have struggled to meet the meet the original goals first established by the ICAO members. This combination of failures to implement proper training and testing have led to the current frequency of Communication Deviations.
This very high percentage of deviations represents a real danger to the flying public and significant risks to airline companies. In addition to these risks, airlines have to pay higher insurance rates on pilots that have lower RTARI English levels.
The ICAO has called upon native speaking English language professionals to provide assistance to the airline industry. RTARI PREP.
We provide RTARI prep courses ONLINE in one-to-one settings or for groups.
Students pay the monthly tuition in advance and complete courses at their own rate. A student may be in course level for 1,2, or 3 months, depending on their own rate of advancement. The course levels are divided up into 6 levels in accordance with the T.E.A. levels. We offer levels 1,2,3, 4, 5, and 6.
Materials
The courses are taught in strict accordence with the standards of the ICAO RTARI English Language Profeciencies.
There are no supplemental materials needed for the course. We provide all materials necessary for learning.

We offer voice coaching as part of our regular classes. The ICAO requires a high level of proficiency for pronunciation structure, fluency, and interactions. English pronunciation is different from Spanish pronunciation. English is a syllable stressed language. Changes in how one stresses the syllables in a word can completely change its meaning. Our voice accent coaches have successfully worked with Televisa actors for their preparation for working in Hollywood. We can change any accent to sound like a U.S.A. accent. Natural Learning Method
We use the Natural Language Learning Method for teaching our students English. This method helps students to learn at a much more rapid pace. The learning activities are speaking and listening based. Language learning research has shown that language students learn up to 10 times faster when they develop their speaking and listening skills first. Most aviation English courses focus on vocabulary and phraseology with little attention given to speaking production. The Test of English for Aviation is a BROADCASTING test based on the competencies of SPEAKING close to a native English level, listening comprehension at a native English level, and a complete knowledge of commercial aviation vocabulary and phraseology in English.
